Is this spelled out in the lease agreement? If spelled out, then true. If not, it's not true.

Penalty only if directly from the owner of the bike, if it is stipulated by the contract and the bike has a GPS tracker.

If leaving is prohibited by contract, then leaving the island may be considered theft.
