I arrive with a Russian passport, a driver's license with a category A of another state. Will there be problems with the traffic police?

The question is who the state. Even with Russian rights, there are more problems than not. If there is at least duplicated infa on English - maybe it will do. But in general, you need an IDP. And by the way, it does not matter what you have in your passport, the police will not look at it. The situation can go sideways if the rights are invalid.
