with two small children (1 and 3 years old) which wintering option for 3-4 months would you choose in the ratio of price / quality / Children : Phuket or Samui? Villa or Condo? Maybe specific locations? Or spit on Tai and fly to cozy Bali!?

There is not much difference with children of this age. For them, everything will be the same. It's more a question of parents. Where and how they are more comfortable to live. Well, plus the role is played by infrastructure - to buy something there. Or tfu-tfu-tfu - good and competent doctors. So of the above, Phuket comes first - purely in terms of comfort and safety.

Here you answered your own question, by and large, obviously, if it is more convenient to go to Bali, go there. With two kids, feeling uncomfortable is so much fun.
