For 2 months needed. Has anyone encountered the fact that a visa was not given, due to the fact that there is no residence permit in St. Petersburg?

Maybe it will help, I did in Moscow and I do not have a residence permit MSK, all the norms were given.

In general, it would be strange, because there are only a couple of consulates in Russia, and they go to make a visa from different cities, but every residence permit will not make for themselves because of the visa.

If you yourself are in St. Petersburg - it will be easier to go and ask - they will accept your documents or not. Although as far as I know - Thais do not look at the residence permit - they do not ask for a Russian passport - they believe that they write in the questionnaire. But this is based on the experience of the Moscow consulate.
