This is duty free, you can buy goods 2 days after arrival and before departure, but the goods will be issued only at the airport after passing through customs.

It is a type of Duty-free but not at the airport. There seems to be a scheme such that you choose goods and pay from them. And you get there in the departures area at the airport.
