ATMs all commissions are charged. Go to the bank branch and say cash advance, they will withdraw without commission, taking into account the fact that the money is on the bat account and the card is tied to it.

ATMs charge a fixed 220 baht. If more than 3 thousand baht are withdrawn from the card, then Tinkoff will not take any commissions.
