I don't know if they answered or not. On public services, you submit an application, if the appointment is for a month or two in advance (as in our city), then you choose a random free number and time in the nearest traffic police department. You come to the opening on any convenient day, take the number in the electronic queue (if it works, then without a number will not be accepted) in the section obtaining rights. You pass the windows of issuing rights, there will probably be two queues: the first of those who are by appointment, the second of those who are urgent, just in case you ask who is the last. You wait for your turn, your application is taken away from you, photographed and issued rights. I got it in September, it took half an hour.
