The only place in Thailand where you can withdraw dollars is the transit area of Bangkok's Suvarnabhumi Airport (Duty Free Zone), there are currency ATMs (dollars, euros, pounds).

It seems that operations not in Thai currency within the country are prohibited, make an account for baht in the Tinkoff office, transfer rubles or dollars to baht at a cross rate and withdraw from an ATM in baht with a commission of 220bat, and in the window if Tinkoff mastercard, then without commission.
