So did someone use cash advance from the card not in baht (but in rubles or usd)? If so, what's the commission?

The commission is taken by the bank that issued the card. The tariffs should be spelled out. It's just that in the tariffs of Tinkoff it is indicated that the commission up to a certain amount is 0. Plus, the commission can be taken by the one who produces cash advance.
