If the card is dollar, you still need to look at the exchange commission. They can count 33 each, or they can count 30 at different ATMs. This is a plus to 220 baht. You will receive the same amount in baht, but more dollars will be debited from your card!

All ATMs have the same fee. The only thing that can be done is to withdraw tangible amounts at a time.
