Tour visa? Outside of Thailand. If you are still in the Russian Federation, then VFS global is in charge of this. Go to the site, registration, questionnaire - fill out, download, list of documents / certificates in the same place. And in the same place, on the site, catch a slot for serving. If you are in Thailand, then go to a neighboring country, to the Thai consulate, and apply there.
