Has anyone already had the experience of visiting the recently opened Russian consulate in Phuket? There is an appointment through the mail, what are the deadlines for the records?

Registration via mail. You will receive an answer ~ in 3 days, it can be faster. In the low season, they usually record the next day, they can do it every other day. Call them, they will orient you more accurately.
