No. Such a visa is made only in the consulate. If you have citizenship of the Russian Federation or Ukraine - then upon arrival they will put a strain for 30 days. For citizens of Ukraine, it can be extended for another 30 days. For the Russian Federation only on 7.

Visa is issued outside the country, all Real but, but you will need to travel to another country and submit documents there.
