And in which ATMs in Phuket can you withdraw from Tinkoff cards without commission? I tried in some two and there the bank of Thailand itself is trying to write off 220 baht for withdrawing cash from the Russian card.

The commission will be in any Thai ATM, because it is a card of a third-party bank. There will be no conversion fee if you have a TINK account in BAHT.
