The card will be opened for you if you have a residence permit or a work permit, or your own business. On tour. The visa and stamp will not be opened. And no lawyer can help here. There are also helpers" who "help" to open a card

You need to turn to a lawyer .. But there must be a stay in Thailand from the date of application for more than 30 days.
