ED Nonimmigrant study visa is issued for a period of 6 months to 1 year. You can get it in any country where there is a consulate of the Kingdom of Thailand, including in Russia (Moscow/Vladivostok), but you will have to pick up the documents from the school in advance (send them by DHL). Starting from 2017, schools accredited by the Ministry of Education of Thailand can apply for an ED visa without leaving the country. The scheme for obtaining an ED-visa: 1.
