That is, consular legalization is basically a useless thing, because you can either make yourself a power of attorney in one trip to the Embassy of the Russian Federation, which will be normally accepted throughout the Russian Federation, or legalize a Thai power of attorney, which still needs to be done, translate and find a Russian notary who wants to accept it (they will freeze to the last, because no one wants to work with a heap of documents)

Apostille does not work in Thailand because it has not signed the Hague Convention. Instead, the documents undergo consular legalization. This can only be done at the embassy/consulate. That is, all powers of attorney and other papers that need to be certified - only to the consulate. And here's another thing: if you need a power of attorney for the Russian Federation, then it is done at the consulate for Russian and has the same legal force as a power of attorney certified by an ordinary notary in the Russian Federation. If you need a power of attorney for Thais, then you need to do it with a Thai notary in Thai - but in the Russian Federation it will be useless.
