Where in Phuket to see elephants and turtles? So that the price tag is not horse, maybe there is a zoo?

What's the horse price tag for you? Elephant Jungle Sanctuary has a program for an hour for 900B, which includes a short excursion, feeding and the opportunity to pet / take a picture. I won't tell you about turtles, I don't advise zoos, don't sponsor any game like skating and other bullying.
