The smaller the store, the more likely it is that either they will not accept it, or they will throw 2-3% on top, or there will be a condition for the minimum check (we had to have at least 300 baht in the grocery check so that you could pay with the card)

I also have Tinkoff Union Pay, I opened an account in $, tied this Union Pay card to it. I plan to withdraw from this foreign currency account, if necessary, at local ATMs. But look carefully, because in monetary terms of rubles, you can withdraw 100k per month without commission.
