This topic is very controversial. Every day new information appears. Someone opens for 300 baht. Someone writes that they don't open it at all, even with an annual lease agreement and money. I advise you to just go to the bank branch and ask on the spot. Take everything you have: a passport, a lease agreement, TM-30, a resident certificate. You can make copies just in case.
