It depends on what the budget is, Jomtien is a good option for Russians, calmly, the Russian market, etc., the center is more expensive, but there is more infrastructure: clubs, party streets, more choice of shops, but it's like in the city center .. Depends on what you want, but I recommend Jomtien, closer to and around Dongtan Beach...

It depends on what you're flying for. If you hang out and drink, then probably in the center. If the beach and the sea (although this is not about Pattaya at all), then something near the pier, such as Unixx. If you sit in a hotel, sometimes getting out to cafes, then at least the north (the same wongamat), at least pratumnak (kozi beach, for example)
