It's very simple. Not everyone is aware that an IDP is needed for a Russian VU. Coming for a long time, there is only one official option - to get a local. This time. Not everyone who has both a VU and an IDP has category A. Category M saves, but it is not indicated in the IDP. This is case two. And the third is that there is no IDP, not even a VU. It's not that hard or expensive to get a local.
