If this is for a work permit, then there is not a translation, but legalization (notarized translation, then certification by the Ministry of Justice, then by the Ministry of Foreign Affairs, then at the Thai Embassy). In Moscow, many offices do this, the price tag is about 15 rubles for a one-page document (i.e., a crust without an insert).
