We were on Phi Phi, on a ferry, lived there for 5 days, and I was very impressed, I recommend it.

Phi phi is possible. Buy a transfer at any street tour desk, book a hotel on the island. From the island rent a boat and go around all the islands around plus snorkeling. It's not a fact that it will be budgetary, but it's definitely better than with an excursion.
