Where is here? If the card with Union will be from Russia, then you can TRY to withdraw through ATMs, but not the fact that it will work! If you intend to open a card in Thailand, it will be easier: With a Russian card, buy USDT on any exchange or exchanger and display this crypt on a Thai card!
