About national rights and the Vienna Convention The Vienna Convention on Road Traffic is an international treaty that was concluded with the aim of improving road safety through the standardization of traffic rules. The countries parties to the Convention recognize each other's national driving permits without the need to obtain international permits. Driver's licenses issued in Russia from March 1, 2011 meet the new requirements. Thailand signed and ratified the Vienna Convention on Road Traffic on 1 May 2020, which entered into force on 1 May 2021.
