The restrictions apply specifically to lithium batteries and (I saw it at the front desk) now apparently ordinary batteries too. You can charge in your luggage.

Everything can be charged. And don't worry too much about batteries, only if it's large electronics and paurbanki. And I shove small flashlights, razors, e-books, etc., into my luggage and have never had any problems.
