Aeroflot flights are not charter, but regular. But in addition to regular tickets, they also sell charter tickets. If this info is written in the rules of the ticket you want to buy, this is a charter flight. You can fly on it, but only through DCA ($ 50 and an application to the Civil Aviation Authority). If you buy not through an agency, but from Aeroflot itself (with economy / business options), then this is not a charter flight.
