That's right. You can just go there to see, but if you want to buy something, then you need to show them the itinerary receipt for departure from Phuket, so that there is a flight number, departure time and everything else. Without this, nothing can be bought. Upon arrival at King Power, come with your minibus to the counter and you will fill out a questionnaire, with the data I mentioned, after which they will issue a document with which you can make purchases in the stores inside. This is duty free, so the prices there are final. After purchasing the goods (I'm not sure here, but I've seen such people), you will either immediately be given it sealed in their branded bag, or delivered to the special King Power zone in the transit zone of Phuket Airport and after passing through passport control, you can pick up your goods from there, also sealed in their packaging. If you are not departing from Phuket, then it seems like you can change the airport to which the delivery will be made, but here I'm not sure.
