Chip, vaccinations, import permit *, certificate from the state veterinary clinic (F1, change to 5A in the vet control of the airport), if through Kazakhstan, then a customs certificate will be needed more * if you fly to Phuket, then you definitely need it. if in the BCC, then they are issued upon arrival, BUT some airlines do not put on a flight without a permit (for example, Air Astana).
