40. Replacement of international or national driver's licenses of these states received by citizens of the Russian Federation in other states shall be made after passing the theoretical exam upon submission of the documents specified in paragraph 16 of these Rules (except for the document on completion of training), a copy of the driver's license certified in accordance with the established procedure, as well as a document on payment for the manufacture and (or) issuance of a driver's license. 16. A person wishing to obtain the right to drive vehicles of the relevant categories (hereinafter referred to as the driver candidate) shall submit to the State Inspectorate: 1) an application; 2) passport or other identity document; 3) a document confirming the registration of a candidate for drivers at the place of residence or at the place of stay (if registered); 4) medical certificate; 5) a document on completion of training (with the exception of persons who have received training on an individual basis); 6) driver's license (if previously issued); 7) a photograph (except for cases of automated production of driver's licenses in the State Inspectorate); receipt (payment order) for payment of exams.
