Can I link a Kazakhstan card (caspi) in apple pay (region - Russia) and use it in Thailand?

It depends on whether your apple jar is working. their website has a list of countries and banks whose cards can be added to applepay.

Specifically in apple pei I have a foreign card tied and the region has not changed, but for use in apple store I will have to change, because it will not allow me to bind any card. There's not a lot of sense from the epleys in Tai... Even in the same 7/11 you can't pay.
