In theory, yes, if you arrive by charter, then you need to return by charter of the same AK. Or regular. And at the same time to ask for some permission. But the trick is this: earlier on arrival they filled out a migration card (some form of TM, I forgot), and there they noted what you arrived, namely: three digits - regular, four - charter. But! Now this form has been abolished and how they will check what you flew - fih knows. Is that why several people have already reported that they flew away by charter of another AK without problems?
