Where is it more profitable to take a SIM card at the airport on the ground floor or in Terminal 21 in Pattaya?! Or is there a ridiculous difference of 100-200 rubles?

The airport has very expensive fares. In Pattaya, unlimited for a month for 200 - 250 baht together with a SIM card.
