Why can't you take a charter flight without a special permit, what is this permission?

In Thailand, there is a law – you can not fly on a charter flight without special permission, if you flew into the country regularly. That is, if you flew by charter, then without permission you can fly only by charter of the same airline or any regular (non-charter) flight of any car/ k. In case of violation of this rule, when trying to depart, you may not be checked in and not allowed on the flight. The airlines refer to a letter from the Department of Civil Aviation of Thailand to UTair.
