When opening an account in a Bangkok bank, you buy insurance for 120 you and a certificate is not required.

You take a TM-30 certificate from the hotel or from the owner, go to the immigration office and there ask that you make this certificate. Take a photo with you. Did in Phuket to get a driver's license.
