They even have pence who live here on a long-term visa, they are required to go every 90 days and notify that they are still alive.

As far as I know, it concerns only those who are continuously (without leaving), are 90 days in a row. If you have been 90 days in a row and submitted a notice, then every 90 days you have to file.
