For Wise, a license issued by Thailand will do, and a residence certificate will not work.

A resident certificate is fine for you.

It took me 2 days to exchange for a Thai license a year ago. 1 day receiving tm30 and a certificate from a medical institution. And 2 days to come and take the test n reaction. Before that, I had to watch a couple of hours of online lessons. By viewing, an online note is made that you have viewed everything and after that you can go to the local traffic police (or as this institution is correctly called ..) I went specifically to Koh Samui for this. In Phuket there was a queue for 2-3 months ahead.
