Who flew the stingray airline? Via Taraz from Yekaterinburg. Please tell me, is it allowed to combine luggage, if I have a backpack and a woman's bag, they pass?

We were flying from Novosib. They didn't look at the hand luggage much: everyone had a backpack, my husband also had a laptop, and a large bag where the outerwear was on 3. From there they flew, on the counter the woman also had a large bag with clothes, they came to her, she opened, showed that these were clothes. As for the pooling of luggage: we have already flown through Taraz 2 times and both times I asked hotel and transport guides, the answer is one- it is impossible! Although I heard that it was possible, but none of them flew a Stingray. This information is not available on the airline's website. The only option is to ask at the check-in desk when departing for Phuket. Can someone answer who really flew a stingray instead of a finger in the sky.
