If you are a citizen of the Russian Federation, then you definitely do not need a visa on arrival, until 31.03 put a stamp for 45 days (with the possibility of extending for another 7), for other countries it is better to read on the embassy's website.

The stamp is put and all on arrival, yesterday for 5-10 minutes passed customs, stamp for 45 days, but the stamp seems to be until March, and then perhaps they will return the 30-day visa-free regime as before.
