where on Koh Phangan to eat seafood ? Buy and cook right there in the café ? Is there one?

No. Chaloklam has a line of cafes and restaurants on the waterfront, but there is mostly tilapia from Makro under the guise of red snapper and sea bass. In Tong Sala in the morning you can buy seafood at the street market, but cook yourself, and the choice is scarce, compared to Koh Samui.
