Not only in the consulate like. I'll find it. In the Russian Federation, through a digital signature (according to a biometric passport), issue a notarized power of attorney for a person who goes and receives a certificate for you (you will order it on state services) and puts an apostille and sends it to you in Turkey. it will be cheaper. electronic power of attorney (not expensive as I understand) is about 1000-2000. apostille 2500 and shipment to Turkey. through the embassy it will be longer and more expensive. It's about Turkey, but I think you get the meaning.
