Ask the property owner. Water in Thai is brought by water carriers. Each district has its own. If there is a desire to fish from the road themselves, then they taxi to Lamai near the Outrigger hotel. In Chaweng, they have a water refueling opposite La Fabrique French Bakery on the ring road.
