I did this: I was looking for a hotel without paying by card. Attached a Russian card (any one). Then the payment did not pass, but the reservation was made. And immediately after booking I wrote to the hotel that I would pay with cash. There have never been any questions.

In booking, there is an option to drop off and pay on the spot already at the hotel, a card is not required. There will be a payment point upon arrival at the hotel. Or you can also negotiate on the spot if they have available rooms.

It is often cheaper directly, and it is often possible to negotiate a price with the hotel.
