If your operator in the Russian Federation is MegaFon, then install the eMotion application. And activate this service in your personal account (it is free). Calls via eMotiom with my tariff from MegaFon are spent from a package of minutes, including calls to fixed-line numbers of the Russian Federation (I have 2000 minutes per month for calls). For calls, you need Internet on your phone, a speed of 1 MB is enough. Also, incoming calls (free of charge) and SMS are accepted through this application. Again, for outgoing calls, everything depends on your MegaFon tariff plan, depending on what services and options you have connected.

We are calling from different countries to the Russian Federation via VoipDiscout. Just in case for Germany: Placetel Phone works great.

At dtac, when dialing through 004, the call goes over ip, 8 baht per minute, it seems. Google "Affordable Call". The quality is acceptable)
