No. The resident certificate is very simple to make: the tm30 form (temporary registration, it is easy to do at the hotel / landlord), a photo of the head, a passport and a copy of the passport (the first page and with a visa / stamp). With all this, go to immigration and get a resident certificate in a couple of minutes.
