Please tell me, for departure from Phuket by charter flight, the airline requires some kind of permission, but does not explain where and how to get it. Has anyone encountered a similar problem?

There is a law in Thailand — you cannot fly a charter flight without special permission if you flew into the country on a regular basis 2): Transportation of revenue passengers who do not participate in an Inclusive Tour Group, is not permitted.
