We received a power of attorney in Phuket today. On August 8, a request was sent by e-mail, and it was recorded for August 10. Today, everything was done in 1 hour.

I know that the American embassy was quite satisfied with the documents signed by a local Pangan notary (more precisely, a lawyer with the right of a notary or something like that, there are its own peculiarities). I can't say anything about the Russian Federation, but probably an apostille in the embassy / consulate will have to be put? The local notary doesn't speak or write Russian anyway.

Consulate in the bcc, an entry on a power of attorney on average 2 months in advance. But recently, in Phuket, the consular department began to do, when they have an entry there now - it is unknown, they did not answer me.
