You should be given a receipt, where the price is usually divided into general and separate vat. As in Russia, when you refuel, the price is written on the receipt, including VAT. The receipt is the main document for vat refund. a.

I also made out, but I don't remember at all about the seal. It is unlikely that people pay attention to it. The feeling that it is better to get there.
