You can still go to the railway station and there take a ticket to Surat Thani and then by ferry to Koh Samui. I think they are selling a full transfer.

You can go to the bus station and buy a ticket there. Departure of buses to Koh Samui at about 16-30 and 17-30. But you need to buy tickets early. There are a couple of companies that take you to Koh Samui. If some don't have seats, try to find a second carrier.
